CIPS CR Questions Explained – How to Structure 25-Mark Answers

Introduction

Why do some students write pages in exams and still score poorly?

It usually comes down to one thing, they don’t develop their points properly.

CIPS CR questions or constructed response exams don’t just want you to know the content they also want you to build each point logically and clearly.

That’s where the PEEL structure comes in.

In this guide, I’ll show you exactly how to use PEEL (Point, Explain, Evidence, Link) to answer a real 25-mark question. Once you understand this, your answers will instantly become more structured, analytical, and high-scoring.

EXAMPLE OF CIPS CR QUESTIONS AND HOW TO GET FULL MARKS

Let us look at practical scenario CIPS CR questions and see how you can get the full 25 marks

Question:

SilverStream Dairy processes fresh milk into packaged dairy products such as yoghurt, cheese, and cream for sale to supermarkets and food service businesses. The company purchases raw milk daily from a network of local dairy farms and delivers finished products through refrigerated logistics providers.

Recently, the procurement department ordered significantly larger quantities of milk than usual because the price offered by farmers was temporarily lower. However, the production team later reported that a large volume of milk had to be discarded because it could not be processed before reaching its expiry date.

Senior management believes the incident demonstrates the importance of determining the correct purchasing quantities.

Required:

Explain FIVE factors that determine the right quantity of materials to be purchased at SilverStream Dairy and why selecting the correct quantity is important for operational performance. [25 marks]

Step 1: Identify the command word

All CIPS CR questions will have a command word and in this case the command word is ‘EXPLAIN

What does this mean?

The command word wants you to;

  • Give reasons why
  • Show cause and effect
  • And apply all these to the scenario given in the questions

In short, you must go beyond just listing factors and clearly show how each factor affects quantity AND why it matters operationally

Step 2: Understand what the question wants

What exactly is it that this CIPS constructed response exam questions wants from you?

Read the question to not only know, but also understand that.

In this case you are being asked to;

Identify FIVE factors and in each factor you have to;

  • Explain how it determines quantity of material to be purchased
  • Explain why correct quantity matters for operational performance

Pro Tip

Since this question is about operational performance think in terms of things like;

  • Waste management
  • Efficiency
  • Cost management
  • Production flow

Step 3: Plan Your Answer for 25 Marks

The way you get full 25 marks in CIPS CR questions can be summed up in to two things;

  • Your points
  • And how you make them strong enough for the 25 marks

But how exactly do you do this?

  • Using PEEL structure for each paragraph

What is PEEL structure?

This stands for

P – Point: Name the factor

E – Explain: How it affects quantity

E – Evidence/Example: from the scenario

L – Link: Impact on operational performance

Remember CIPS CR questions are generally 25 marks and that means you should be targeting 5 marks with each paragraph you write. This format helps you with that.

  • Planning your 5 points before you write

The five factors that determine the right quantity of materials to be purchased at SilverStream Dairy and why selecting the correct quantity is important for operational performance could include things like;

  1. Demand forecasting
  2. Perishability / shelf life
  3. Production capacity
  4. Storage capacity
  5. Price vs total cost

Step 4: Developing strong paragraphs

Now let’s turn your points into paragraphs that score you maximum points using the PEEL structure

1. Demand Forecasting Accuracy

Point:
One key factor that determines the right quantity of materials to be purchased is demand forecasting accuracy.

Explain:
Procurement decisions should be based on reliable forecasts to ensure that the quantity ordered matches expected customer demand.

Evidence:
In the case of SilverStream Dairy, procurement increased milk purchases due to lower prices without aligning this decision with actual demand levels.

Link:
This resulted in excess stock that could not be processed, leading to waste and reduced operational efficiency, demonstrating the importance of aligning procurement with demand forecasts.

Final answer:

One key factor that determines the right quantity of materials to be purchased is demand forecasting accuracy.  All Procurement decisions regarding purchasing should be based on reliable forecasts to ensure that the quantity ordered matches expected customer demand. In SilverStream Dairy, for example, procurement increased milk purchases due to lower prices without aligning this decision with actual demand levels. This move resulted in excess stock that could not be processed, leading to waste and reduced operational efficiency, demonstrating the importance of aligning procurement with demand forecasts.

2. Product Shelf Life and Perishability

  • Point:
    The perishability of raw milk is a critical factor in determining the appropriate purchase quantity.
  • Explain:
    Since milk has a short shelf life, it must be processed quickly, limiting the amount that can be safely ordered and stored.
  • Evidence:
    SilverStream Dairy experienced spoilage because the excess milk could not be processed before reaching its expiry date.
  • Link:
    This led to operational inefficiencies such as waste, increased disposal costs, and potential compliance issues, highlighting the need to match order quantities with product shelf life.

Repeat this for all your points and gain the maximum marks

FINAL CHECKLIST (use this in exam)

While this appears easy to do, you have to remember that things that are easy to do are also easy not to do and therefore before moving to the next question, ask yourself:

  • Did I write 5 full PEEL paragraphs?
  • Did I apply every point to the case?
  • Did I explain why it matters, not just what it is?
  • Did I link to the subject matter of the question (in this case that was operations)?

If yes, you’re on the right track to getting the full 25 marks
